I have broadcasted clover into stubble many times and it works well
especially if you get a heavy rain shortly after seeding to mud-in the seed.
But the stand is better if you lightly disc the ground just enough to scratch
up a 1/2" of loose dirt to better cover the seed. The traditional way of
seeding legumes is with a nurse crop of small grains where the alfalfa is
frost seeded in early winter and supported by the grain from washing out...
