Perhaps you could take the small bulbils that form at the end of the scape, plant them in the Fall close together, harvest them as green garlic stalks in the spring. You could pack them in tight in the row so they wouldn't take much space. Each scape produces quite a few bulbils so you gain extra value from each garlic plant you grow. You can leave the regular garlic plants to develop normally.
