That's interesting specualation, but after using it for more than twenty years, I can't imagine what evidence there is for this. I've never seen disease associated with plastic mulch.

Plastic mulch can cut off air to the topsoil and prevent normal evaporation
through the hay, and create conditions for disease organisms.
