Crust is no problem if a scratcher or rotary hoe is used when it starts to
get hard. Actually, I often dry plant, let it rain, then scratch when the
crust gets hard.

For Andy, I was thinking he might have an area of clay rich soil. If
watered too much, the seeds won't germinate due to lack of oxygen,
especially if the weather is cool.
