We always have an aphid problem around here and we use a product called M-Ped which you mix at a 1% or2% solution.  25% solution is really too much.  When we use soap in for a spray usually 1 tablespoon per quart of water.  M-Ped is a product I use instead of a lot of nasty chemicals on most of our crops.  Mix a lot of different things with it a different times of the season for different pests that seem to have a habit of showing up.  I like it because it is safe to use in our greenhouses on our strawberries going after the aphid problem.
