if you are using #5 plastics (what almost all flats and plastic pots are made from) bleach will react with the plastic and cause toxic (to seeds/seedlings) fumes to off gas. So bleach is not a good thing to use for cleaning. You might try Grapefruit seed extract which does a better job at disinfecting than bleach and is non-toxic.
or do what Alison and I do, don't clean at all. in the 4 years since i have quit worrying about clean starting trays i have had basically zero germination problems.
