In Texas, the Texas Dept of Agriculture annually "certifies" each
market organization to qualify it to accept WIC FMNP coupons. That is
a major part of the problem with the program in Texas; the Dept of Ag
"certifies" ANY market with an appropriate form of organization (bylaws).
Only lip service need be paid to providing honest farmers a market.

Once certified, the FM organization selects a WIC officer, many times
the Secretary, to periodically collect WIC coupons from members and
submit them to the Tx Dept of Health. The coupons are checked quite
closely by the TDH; even making sure that most of the coupons were
issued in the area of presumed redemption. After processing, maybe a
month, the TDH issues a check to the farmers market
organization/association which then pays its members.

With the systems that treat the coupons as bank drafts, I can see great
opportunity for fraud. It Texas, there is a high degree of confidence
that the coupons are redeemed for food at farmers markets.
