You've already had some useful suggestions, such as using hay or straw mulch, which should help with both problems. There are varieties tolerant of early blight you might want to try. And there is a form of Bt that has efficacy on Colorado Potato Beetle. It's Bt San Diego. I'm not sure about sourcing it but perhaps someone on the list can advise. Be sure to use it early in an infestation. Insects become more tolerant of Bt the older they get. So it works best on small, young larvae.
