This certainly appears to be true. For instance, identical
twins (humans) have the same genotype and somewhat different
phenotypes: most people who know identical twins can easily
tell them apart. I can tell the Keno twins (who have a
public TV program about antiques) apart and I don't even
know them: I've just seen them on TV a few times.

No two anythings can have *precisely* the same environment
anyway, because they don't occupy the same physical space.
Maybe one garlic clove is just sprouting and a mole bumps
into it and bruises it. The mole misses the neighboring
clove...

Maybe one garlic clove is hit by a cosmic ray and that
changes it. (The only place safe from cosmic rays is way
underground in salt mines and similar places.)
