We don't plant beans/peas in plastic so don't have to worry about that.  We use a tractor pulled planter to make a furrow and then use our homemade seed stick:  It is simply a piece of 1 1/2 inch pvc cut to a comfortable length (about 40" for a small woman) with the top of a water bottle crammed into it as a funnel.  A supply of seeds is carried in my pocket or a waist pack.  I just step down the row, dropping seeds every 2 inches or whatever and then we drag a rake over the furrow to cover the seeds.  cost:  about 50 cents.  This works very well for planting just a few pounds of bean or green pea seeds.  For an acre of Southern peas, we use a tractor planter. 
 
Planted a flat of tomatoes today for our "risk crop" that goes out before last freeze.  We cage the plants and wrap the cages with plastic pallet wrap.  Worked last year.  Spring cometh.
