So who recommends "about 1/4 inch across the surface of the bed"? And doesn't the amount of compost depend on the current amount already in the soil? How can one size fit all, sandy, clay, acid, alkaline, dry or moist?

Paul - If you are talking to me, one size does not fit all. The statement assumes judgement by the person who is onsite, as well. The statement is given for soil or beds that do not obviously need other remdiation. Initial applications may be more than subsequent applications, etc.
