If you have habitat that is attractive to them (food, water, shelter) they will come. It takes several years of no insecticide (including organic USDA approved) use to have a good enough population of beneficial insects (remember ladybugs are just one of many, many insects that eat aphids) to control pest problems before they get out of control.

There are ways of attracting ladybugs and others into you farm area-creating habitat is one, spraying a sugar solution on effected plants is supposed to attract ladybugs and lacewings. Humming bird feeders bring in hummingbirds who have a voracious appetite for aphids, 5 or 6 feeders per acre works well.
