Kevin,

we started with a steering committee of about 25 people (a mix of growers, community members and representatives from the city-we use City property for the markets so this was important to have a city rep. Not important if using private land) after several months we pared it down to a 5 person council. Made good use of the Book "The New Farmers' Market" (Corwin, Rosenwieg, Gibson) which has tons of valuable information about starting and running a good farmers' market.

The most important thing is to have a group of people willing to put in about 100 hours each over the winter to have a strong market in the spring. We had between 2 and 4 meetings a week from December through May

You have to come up with a location, rules of the market, how much will you charge vendors, decide whether you want a manager and if so how to pay the person (a decent manager will increase sales at the market overall at least 200% over not having an active manager) and a lot of other things.

I suppose there are easier ways to set up a market but this is what I have been involved in for the past 10 months and it has worked very well for us
