We are planning to put up a 24' x 10' hoophouse - we took
the plans (that we'd printed from a website) in to the
municipal office to inquire if we needed a permit (we live
within the boundaries of a small town).  They looked at the
plans and said 'No permit needed'.

This is in Tioga County, Pennsylvania.
This just goes to emphasis that it is always a good choice to check with the building permit folks before doing things.  It is certainly easier to get them on your side (and pay $50, if necessary) than to get on the wrong side of the law. If there is one thing I have learnt in this country, it is to check first, do  later!  States and counties can, and do, slap on extra requirements that are to be met.
 
Having said that - my hoophouse was counted as temp and didn't need a permit.
