I think you have some very dubious infomation here. First it is not the markets job to carry insurance for the vendors produce - they may have general insurance regarding pedestrians being struck by cars though.
Second: ANYONE who markets processed stuff should have insurance. This is common sense in a world where lawyers will jump onto any bandwagon. I have an insurance that includes adding a dangerous herb or something, by mistake into a salad mix (which I sincerly hope I will not do!). It also covers someone being allergic to something I sell them. I get mine through a company called Autoowners and it runs about $30/month (I think) and it covers to $1m.
