I think this very much depends on which state you are in right now - there are runours that the Fed govt may eventually make guidelines (but we will problably all be dead befor e they do that one!!). Anyway - yes processed food had to be done with the blessing of the local/state Health Dept. In Indiana that includes a commercial kitchen for everything from putting stuff into bags and clamshells up to anysort of cooking. Some alternatives include using a church kitchen to cook and a u-store type place for the storage (but they must come up to state guidelines). Bottom line though - talk to your health dept and see what they say - they are really nasty if you circumvent them and its worth making friends with them.
