I know a pretty reliable test.
Set up three flats, side by side. In one, use the mix you suspect of
having residues. In the next, add a handful of crumbled activated
charcoal to the mix. In the third, use a peat/lite mix. Plant
tomatoes.
If herbicides are the problem, the tomatoes in the peat/lite will come
up and those in the mix with activated charcoal should also come up.
I don't know of a lab that tests for this but you could call Woods End
Lab and ask if they know of one.
