If you fill the tank with water you will not be able to braze or gas weld
it. You will however create steam. If you can smell gas in the tank of
course wash it out - If you can not smell it there is not enough there to
matter if you are paranoid about it and want to feel better flood the tank
with co2 then put the lid on it. Don't have co2 , then put in baking soda
and vinegar and you will get a lot of co2. The point is you can not weld a
tank full of water.

That's a good precaution. Another way to be safe is to fill the tank with
water, making sure there's no air pocket touching the area to be repaired.
It can be dried out with compressed air afterward.
