Either kind of straw provides benefits to the soil. Soybean straw will furnish a short term boost of nitrogen. It will degrade more rapidly so you can apply a thicker layer. The oat straw will last longer on the soil and provide cover for a longer period (which can be a problem in northern climes). It will also build humus in your soil more rapidly than the soy straw. In warm weather young dried oat straw may draw some nitrogen away from seedlings when it is first applied. Either is good, add both if possible, or alternate applications. Or apply what is most plentiful with abandon.
