Joe,
 
Poultry, kelp, diversified forage, and a rotational grazing program in that order.  Chickens following the cows will eat the fly larvae preventing development of adult flies.  Kelp appears to increase their immunity to fly born diseases such as pink eye.  Forbes in the pasture may have natural insect repellents.  A rotational grazing plan keeps the cows ahead of the fly lifecycle.  There may be some other more costly methods, but this works for us.
