No one has a property "right" to re-zoning, whether that's a major or minor variance to zoning laws. If you buy ag property on spec that you can buy the zoning boards and supervisors to change that zoning for development, and you lose OH, Well. It's the same as putting a bet down at the craps table. Property rights give you the full range of actions within the zoning at the time of purchase. It DOES NOT give you the "right" to re-zone to something else.
