I've looked at paper mulch from several different sources in research plots. I don't think you'll get rid of headaches with it. You'll just have different ones.

Paper mulch is designed to be laid by mulch layer machines but because it has no elasticity, unlike plastic mulch, it is very easy to tear while laying it. And it continues to be at risk of tearing after it's laid, even if laid without any damage.

If laid successfully and it doesn't tear, it works pretty well but not for as long as plastic mulch. It deteriorates relatively quickly (2 months?) depending on conditions. A more durable product that can be handled like plastic mulch needs to be developed.

One source I'm aware of is from a company in Massachusetts called Ken-Bar, though it's been a couple of years since I've heard from them. Their phone is 781/944-0003.

Can anyone here tell me where I may find some research materials and Info on
using paper mulch in the place of plastic mulch

I"ve read a few articles on this paper mulch, sounds real good to me, we
don't have to pick it up.
