Isn't that usually a lack of phosphorus? My tomato seedlings got this all
the time until I transplanted them with plenty of bonemeal.
I'm not sure how to get phosphorus to your plants fast -- I've had good
results with kelp on seedlings, but I'm not sure the bonemeal will break
down fast enough to help your larger plants. . .
