"Try using a dial test indicator. It give you a positive location of the point of maximum eccentricity and actual quantified data.

A chuck gripped in a chuck oriented to minimize run-ot is an old trick that works very well.

If you are using small drills (drill, not bits) be aware they are long compared to their diameter. Having them penetrate to work directly in line with the drill press spindle axis is far more important than chasing the last smidgen of run-out. Start the hole with a peck from a short stiff drill or spotting drill then proceed with the skinny drill.

You might consider printed circuit drills as starting drills. They are short, and being made of carbide, very stiff."
