Hmm, I thought that was the case -- however, when I adjust a user's role in one blog, and I refresh the admin in another, i notice it applies that adjustment to that blog as well. In fact, I have 3 right now and any role adjustment ends up applying to all 3 -- I am in the system as the site admin. This is a demo test, and possibly I've installed it a bit off. Anything I should look for code wise?

Yes, this feature is directly supported in the per-blog admin interface. 
Go to "Users" and I think the rest will be obvious.
