The people in Argentina learned years ago that there is not a time when "tillage or spading" is a requirement.  My personal experience proves it, also.  Mark off the beds, add mulch and go.  If you have Bermuda grass, dig it out first or cover with layers of newspaper or cardboard and leave until it dies.

When tillage is "an absolute requirement," remember the broadfork, the
ideal tool for loosening soil at depth without inverting/mixing the
layers of the soil profile. See
