This fall sow your winter cover crop. Next spring, use a weed cutter or string mower and cut down the cover crop. Leave it on top. If planting tomatoes, open up a 6-8 inch circle and plant the transplant or seed. If planting corn, etc, open up a narrow "path" , drop in the seed and cover them. Leave the cover crop between the rows.  I have done this.
