I disagree. I took John Jeavons course in 1997. Beginning in 2001, I stopped teaching double digging in raised beds and began teaching no-till in permanent beds.
In three years you can have very productive soil by adding Organic
matter. Sawdust & manure from horse stalls is one source. Any kind of OM from anywhere you can get it. If you must buy it, get it by the yard. Keep the soil mulched. Or you can grow it.

I do not recommend soil testing except in special situations but if you want to do so, get an organic soil test. Cost nearly $100 here in TX.
