Aerobic compost tea and mulch can significantly help miserable soil, also making dents, holes, and shallow ditches to collect water and organic matter.
As for unwanted vegetation, IMHO goats are better than other options.
A goatherd or two might be cheaper than fencing depending on circumstances--if the goats are there temporarily. They do naturally stick together in a herd.
