It could be a number of factors;
Less than average productivity in the vine itself
Pruning - training style/amount pruned
Soil
Moisture
Sun
Is this true of all your Concord vines or just specific vines?
This past winter season was very hard on vines in our area.
Can you tell us more about your vines?
