Hi Scott,

Flash is definitely the way to go. You already require the Flash
plugin for the video and you will not be dependent on the user having
a media player app installed on the machine and associated with .m3u.
Make it easy for the user. Of course they need the Flash browser
plugin, but the odds are very high they will have it if you publish
the Flash as version 6.
