This is to guard against an election official swapping out the voters ballot
with one they pre-prepared.
I would guess that the number of ballots left over at the end of the day is also reconciled against the number of "authorization to vote" forms issued, or something similar? And spoiled ballots carefully tallied. This would also help reduce such shenanigans...
