Silva has a good reputation for what you've described, a flexible XML publishing "pipeline" that can generate and render documents (in several formats) on demand.
You might also want to look at ReportLab (http://www.reportlab.org/ contribs.html), another Python-based toolkit for generating complex PDFs from XML source. But Zope+Silva probably has more of what you need "out of the box," esp. since you want to publish to HTML as well.
In either case, I'd budget some serious time for setup, testing, and learning a bit about Python, the Zope stack, etc. It's not an easy road, but it sounds like you're trying to build something non-trivial.
