Joanna,
I've never been a fan of that style of scrolling ticker. I have only one
reason for that, but I believe it's an important reason: the user has no
control over it. It's annoying to glance over and see the end of an
interesting link, only to have it scroll off the screen and now you're
stuck having to wait for it to come back around.
It's better to have a frame (iframe, flash, something) that the user can
scroll manually. I've even seen ones that scroll automatically, but also
have a slider bar or other navigational tool to allow the user to control
it as well. (Unfortunately, I can't remember where I saw such an
example.)
