The term "Black and Tan" was originally used in and around county Limerick in Ireland to refer to a pack of hounds. It was subsequently applied to British Army Irregulars sent to put down the Easter uprising in 1920. In that context it referred to the colors of their uniforms and, because of the "pack of dogs" tie-in it was mildly insulting.

Okay, I work with a woman from Ireland so I went to the source. Sorry it took me so long to weigh in but I was in Japan.

Lee is right about the history. Her great-aunt's father was killed by the Black and Tans and she wouldn't tolerate the word, black and tan colored dogs, the drink, etc.

It is not a popular drink in Catholic Ireland (usually ordered by tourists), but here is the way it is made:

Originally: Bass ale topped with Guinness (Bass being an English ale). The Guinness is poured over the back of a spoon to keep it from mixing with the ale at the bottom.

Currently: The ale is Smithwicks (the w is silent).

Also, there is the "half and half" which is Guinness and a lager, usually Harp.

There is also a drink called a Snakebite, which in the US is Guinness and hard cider served like a black and tan. In Ireland it's cider mixed with lager, which is apparently a pretty potent drink favored by the young (it's sometimes called "lunatic soup").
