The U.S. Federal Bureau of Investigation says it has been collecting information about the tactics, training and organization of anti-war demonstrators, in an effort to identify "extremist elements" in this country.

During the 1960s and '70s, the FBI routinely spied on many American activists and protesters, including those who were political opponents of the agency's late former director, J. Edgar Hoover. Exposure of those activities led to restrictions on the FBI's investigations.

Those restrictions were relaxed last year by Attorney General John Ashcroft, who said the terrorist attacks on the United States two years ago made it essential that agents be allowed to investigate terrorism more aggressively.
