Does anyone know an Interactive Voice Response (IVR) programmer who can
help me put together a bid?

I need someone who can help me estimate development time and deployment
costs for a project starting next February. There's no money in it right
now, but if the bid is accepted, then I'll need someone to develop the IVR
part of the application. I need to have the bid done by next Wednesday
(sorry about the short notice, I just found out about it myself).

The project is for a government agency involving an interactive touch tone
phone application to send and gather information from companies. The IVR
is just one piece of the application, but the one I know the least about.

The IVR application will have two parts, one for sending outgoing
notifications and another for receiving incoming responses. The outgoing
notification part will need to be coordinated with an automated dialing
system. Both parts will need to be integrated with a web site that will
provide reporting and coordination activities (additional communication
channels such as e-mail and fax will also be being used, and will need to
be coordinated with the phone application).

If anyone knows someone who may be able to help me create a more accurate
