I would suggest using a Yahoo Group. Go to http://groups.yahoo.com/
You can create your own yahoo group then use the "database" feature of the yahoo group to maintain on-line tables of information. You can use the Yahoo groups features to control who has access to reading the tables of information and who has access to create/update/delete information in the tables. I have never used it for anything serious, but I have played around with it some and it seems quite flexible.
The beauty of this is that you don't have to run the server. You don't have to install anything. You don't have to program anything.
The only downside (if you can call it that) is that people have to have a Yahoo ID to access it and you can't customize how it looks. But hey, it's free.
