Does the requirement for a form imply updating the database needs to be done
via the web (i.e.: anywhere, no particular desktop). If you are only talking
a 100 records, M$ Excel will save the data to HTML tables. You could
approximate different database tables with separate worksheets per .xls file
and export each to individual HTML files. However if you need to maintain
relationships across tables then that probably won't meet your needs.
