Kate,

You can use a PC running Linux + squid cache proxy , to block IPs, ports,
urls... and accelerate the access tot he web at all the computers. You can
also setup bandwidth limits for each user.

And I remember seeing "junkbuster": this blocks banner adds to even being
pulled by the computer.
