Ah but that is always a matter of debate.  There are people right now that
think Bush is a wonderful leader and would vote for him again.
For President, as you know, two terms is the limit anyway.  
I still say that voting out the incumbent shouldn't have a caveat.  You
either vote them out or you don't, because there will always be someone, some
group, that would like to see a second term.  The meaning of the word
incumbent would change...it would be the outgoing person who holds the office
after the election and before the next person is sworn in.  I think we call
that lame duck now.

And how old was he after the second try? He's gotta be close to 80 now. 
Perhaps his health did not hold up for a third try?
I gotta disagree with ya about Perot not being passionate enough.  Anyone who
spends the amount of their own money that he did, both times, is passionate
about helping.
