Good observation, but what has been happening is that the labor has been
moving with or without the leave to do so.

The movement of labor is insignificant compared to the movement of capital and resource. Those living on the US/Mexico border may disagree, but what perhaps is true for their locale is not true for the world on the whole. This is not necessarily and argument that labor ought to enjoy the same freedom of mobility that capital and resource now enjoy but that there should be equality of freedom of mobility. The case can be made that capital ought to be less free to move just as it can be made that labor ought to be more free.
