When I think of cisterns I think of collecting rainwater and all those above ground swimming pools around homes on the dry side of the Big Island of Hawaii.
I'm sure you'll find some information on water at these links. I really like the manuals from Texas and Hawaii

A google search on 'rainwater harvesting' brought a good bit of information. I couldn't find the Australia rainwater manual..
