Stout's book is a classic. Basically, you plant stuff and then cover it with a thick layer of straw. Voila!, no weed germination, soil retains moisture, straw rots down to humus. Many of us here use a variation of her method, essentially just a lot of mulch.


But don't buy what you can just look at in the library, especially when it doesn't take a whole book just to say "dump on more hay" (just a mountain of the actual hay itself). I'm in a small impoverished county with few serious gardeners, yet there are multiple copies around the branch libraries.
