With the 2000 census the seven counties around Minneapolis/St Paul took control. One of the first things to go was the Extension service.
Minnesota is not a rural state anymore... unless you live outside the cities. The political control is in the Twin Cities.
This is not too much of a surprise seeing as we are a bottom line society.
