Don't know if you have a offset or a seedling... but. Age and health determine bloom time. Takes a few years for one to build up the reserves to produce a bloom. Sounds as though yours is about the right size for a bloom this season. Please... pot it up ... just because it can bloom out of soil does not mean that is good for the tuber. All reserves will be spent producing a bloom and no roots out there to keep it healthy for next season. Now that you see a sign of breaking dormancy, begin giving it moisture... moist, not wet. Some slow release fertilizer... but go easy. Arum family in general are not heavy feeders. Give the new shoot bright indirect light. I set my container up in the garden next to a stone bench and path in open shade. Stays there until dormancy this coming late summer, early fall.

I know there are a few exotic experts on this list, and I'm hoping you can
answer my question.
I have a 'Konjac' amorphophyllus that I've grown in a big pot for two years.
It's never bloomed but always put up the striped stalk and whirl of leaves.
I bring in the pot every fall and store it in my sunroom under a shelf where
it's dark.
Today, I emptied the pot to inspect the bulb. It's grown to be about a
pound, and it has a big pink bud. Is this a bloom bud, finally?
Also, 'Konjac' has the reputation of blooming without soil, sitting on a
shelf. I have it exactly in that position, where it gets filtered light.
Should I put the bulb in the dark for it to bloom? Or should I pot it up
again, sinking the bud to about 4 inches under the soil line, water it and
put the pot in strong light?
Inquiring minds want to know.
