It's difficult to kill scale if it isn't in the crawler stage.  Use one of the newer horticultural oils also called superfine oils, ultrafine oils.  Safer makes one that's probably the most commonly available.  There are also soy and canola oils that work.  Essentially they smother the scale.  Read the label first...but I doubt if they will have any effect on the orchids other than shinning up the foliage.  May damage flowers so don't use on plants with open flowers and I'd be shy on buds as well.
 
Doubt if there's any relationship to the artificial light and the scale.
