I believe that the author of Mark, like Paul, did not think that Jerusalem
should be the headquarters of the church. This is suggested strongly in
Mark 6:11 (shake the dust off your feet) and 16:7(Jesus has left for
Galilee, disciples should follow).

I also see a suggestion of it in Mark 11:19, where Jesus does not stay in
the city but rather in a nearby village. Also, if one understands the
pericope of blind man of Bethsaida (8:22-26) to be parabolic of the
education of the disciples, and that the "second touch" was the
understanding the disciples received as a results of the resurrection -
then verse 8:26 "And he (Jesus) sent him (healed man) away to his home,
saying, "Do not even enter the village" suggest that the disciples should
avoid Jerusalem once they understand Jesus' death and resurection.
