Yea, I emailed Daryl off list and he managed to get it working.
Some clues 60 seconds is the default TCP retry timeout and payload packet size 1444 bytes is close to normal MSS for 1500 MTU. Most likely the send was never going thru to the peer and the TCP session timed out.
Think this is most likely related to configuring firewalls and networks where all of the following are true:
- Filtering non-initial IP layer fragments
- Disabling Path MTU discovery
- MTU gets reduced somewhere on path
