actually reason why i started about this is: what can i expect from such
conversions?
because if it depends on locales then from 0.00 or .00 may become 0,00 and
because of that some conversions and functions may fail later. leading zeros
etc. are not problem, different decimal separator could be
truth is that i can try it myself
